The US-Russian Joint Data Exchange Center is to open in Moscow in about a year. The center will allow quick exchanges of information on missile launches, avoiding cases where a minor science experiment trigger's one nation's defense warning system. Each nation will send data to the center, but will not indicate its source and some of the data may be degraded or limited to preserve security. In the event of a launch by a third nation, both could coordinate information and defenses.--Stephen V Cole
