A report by a UN commission has asserted that economic sanctions imposed by the Security Council are ineffective and counter-productive. The report claims that such sanctions are devastating to civilian populations, and that the leaders of the target nations are generally not affected. The report describes 10 years of sanctions on Iraq as "a humanitarian disaster comparable to the worst catastrophe of the past decades".--Stephen V Cole
