The US Army is studying ways to provide venture capital to new companies developing technologies that the Army can use. This would have to use some of the current R&D budget as more money isn't going to be forthcoming. One idea would be to work with a commercial venture capital company and provide matching funds to the funding from the commercial source.--Stephen V Cole
