The National Research Council says that Congress and the Pentagon have created massive problems by allowing the Air Force to continue more programs than it has money to pay for. The result has been a constant strategy of stealing money from one account to pay pressing bills in another, and always ending up farther and farther behind. The NRC called for larger science and technology budgets.--Stephen V Cole
