In the central Philippines, NPA rebels killed a police chief and wounded two other men. The government has refused to negotiate with Abu Sayyaf  kidnappers on Jolo and ordered the army and police to go after the rebels and free the captives. The negotiations were seen as an attempt by the Abu Sayyaf to just improve their defenses. The rebels want money and for the army to stop chasing them. Neither demand is likely to be met.
